Should you read an artwork’s label before forming an impression?
Either order is valid. To notice how context changes understanding, record one observation before reading, then compare afterwards. This is not a test of guessing the artist's intention.
Keep a starting point
Where permitted, note a compositional, material or textual detail. A complete review and a timer are unnecessary. Read accessibility or cultural context first whenever useful instead of enforcing an order.
Compare one change
Identify added context, a corrected guess and a remaining question. Personal feeling can remain, while factual attribution should follow reliable information. In discussion, distinguish association from the label's account.

What if I still feel nothing?
Move on if you wish. Every work need not produce a profound response.
